NSF AWARDS GRANTS FOR INTERNET SECURITY
As part of its Cyber Trust program, the National Science Foundation
(NSF) has awarded grants of more than $12 million to fund two research
centers that will study ways to deal with malicious code, including
viruses and worms. The Center for Internet Epidemiology and Defenses,
led by Stefan Savage of the University of California at San Diego and
Vern Paxson of the University of California at Berkeley, will receive
$6.2 million to study self-replicating computer code and ways to
prevent it from spreading. The Security Through Interaction Modeling
(STIM) Center, to be led by Mike Reiter of Carnegie Mellon University,
will work to draw comparisons between nature and computer networks in
an effort to identify "unhealthy" network interactions from legitimate
ones. The STIM will receive nearly $6.4 million from the NSF.

PEOPLESOFT ANNOUNCES DEAL WITH IBM
PeopleSoft this week announced a significant deal with IBM that will
allow PeopleSoft customers to more easily link different software
systems together. Under the partnership, valued at more than $1 billion
over five years, PeopleSoft will provide applications and IBM will
supply the underlying technology. PeopleSoft customers will also be
able to choose software from Microsoft, BEA Systems, or other vendors
instead of IBM. The announcement came not long after a federal judge
ruled against the U.S. Justice Department in its attempt to block the
hostile takeover of PeopleSoft by Oracle. PeopleSoft has said that
Oracle's takeover bid, which began more than a year ago, has cost the
company more than $1 billion in lost revenue from potential customers
unwilling to risk buying PeopleSoft's products only to have the
company acquired by Oracle. The announcement of the deal with IBM,
which PeopleSoft said was initiated prior to the recent court ruling,
is seen as a statement from the company that it is continuing to
conduct business as usual despite the growing threat that Oracle's
takeover may eventually succeed.

DHS TO REQUIRE AIRLINES TO SUBMIT PASSENGER DATA
The Department of Homeland Security (DHS) announced that it will
require domestic airlines to provide one month's worth of passenger
data to the Transportation Security Administration (TSA) for testing
the Secure Flight program. The Secure Flight program replaced the
Computer Assisted Passenger Prescreening System (CAPPS II) program for
increasing airline security after questions were raised about privacy
safeguards of CAPPS II. A TSA spokesperson highlighted the privacy
efforts underlying the Secure Flight program, and Nuala O'Connor
Kelly, chief privacy officer at the DHS, complimented the TSA's
efforts at including strong privacy protections in the system. Airlines
will have 30 days to comment on the requirement, after which passenger
data from June 2004 will be submitted to the TSA. Testing of the Secure
Flight program will involve checking the June passenger data against a
single database of the government's terrorist watch list, which
currently includes 120,000 names. The agency goal is to determine if
the system can check passenger information for two million travelers
per day with fewer false identifications than the current system
produces.
