This was a surprise.   You can't suppress the use of sitecustomise.pl using
-f via #!, which we have been assuming you could do.

Turns out I need this for the ruby system, because there will NOT be a
metadata.conf file for sitecustomize.pl to find.   This is going to require
some code changes the EFS-Perl to handle this case, since we're breaking one
of the assumptions we made.

Once we figure that out, the ruby system is basically done, with a working
