I am have a problem like this but I suspect a bad arp cache on the cisco 
switches. I'm going troubleshoot this today with the Network guy. When i figure 
out what is going on I'll post back with more details.

[What I can see using tcpdump -i tap1 on the endian box and tcpdump on the 
other hosts envolved are the arp requests. If I manually set the arp on both 
hosts - source and destination - I can see the traffic go up the tunnel across 
the tap out the bridge and to the host, and return traffic out the host, but it 
never makes it back to the bridge.]
