Hi; I had and I have a similar problem. I have seen that when I select a check box in one of the blocks (Block pages which contain phrases ..., Block pages known), the sites that lock in "Custom black and whitelists" are "unstable" ( some filter not working, other filter working). It also happens when I change the language of efw. I remove all the choices, and I am doing tests. Now is working.
