A quick recap; the OpenVPN tunnel would successfully connect, but we could ping only from the main_fw side to the branch_fw side, not visa versa.
The problem wasn't in the firewalls at all. The computers on the main side had been given static routes to the branch network at some point in the distant past (years ago.) Those static routes have been removed and the machines now obtain their route from the firewall. Everything works.
