Sorry for the delay in my response, I took a much needed vacation and completely unplugged.
I can't speak to Skype, as I've never used their service. You might simply disable the proxy temporarily to verify that your issue is truly the proxy server. If that resolves the issues, I would probably try to exclude the sip server with which you register from being handled by the proxy. This can be done under your proxy settings in the network based access control area. Once you have excluded the address, you'll have eliminated the proxy as your issue.
