It does download blacklist.tgz, and it seemed to update the files in the
directories in /etc/dansguardian/blacklists because many of the dates on the
files are today's, and the files are larger.

Also, in efw 2.1.2, there is no efw-dansguardian.pl, but there are matching
directories in /etc/dansguardian/blacklists/* 

Can i just create any missing directories? The only one not in your list is
custom. 

I'm guessing youre using an older version of efw...
