There is only one rule active, thats the "content filter + antivirus scan", so
technicaly its at the top.
How is it possible to manually add filters? Through the frontend I only get the
dropdown menu.
Is there some command I have to run through the root access?

Interesting, I only have options for "Content Filter Only", "AntiVirus Scan
Only" and "Unrestricted". I guess I'd try making sure the "Content Filter + AV"
rule is at the top, if not already. You could try just having a "Content
Filter" rule and nothing else to see if that is the problem. Because it sure
seems to me the issue is with the policy not enforcing applying traffic against
the content filter.

running. I stopped/started the process and all seemed to work fine from that

Double-check your policy - I had to set to "Content Filter Only" and then
once making settings on disallowed phrases of the Content Filter page and
hitting apply, it takes a bit for the filter to start up. I run top on the
console and wait until dg is settled down - below 90+%.
