Interesting, I only have options for "Content Filter Only", "AntiVirus Scan
Only" and "Unrestricted". I guess I'd try making sure the "Content Filter +
AV" rule is at the top, if not already. You could try just having a
"Content Filter" rule and nothing else to see if that is the problem.
Because it sure seems to me the issue is with the policy not enforcing
applying traffic against the content filter.
