Is it an option to look at berlios.de? This is a simular service like sf.net 
and thus provides extra community exposure. It also hosts Subversion itself.

Another easy thing to test is the SVN service of Sourceforge. It may be the 
case that this SF-service has  more performance then CVS. It is very easy to 
migrate to SVN using the migration scripts sourceforge offers. We could test 
the perfomance and if it's still bad we could move our allready migrated 
SVN-repo to another server, e.g. to berlios or the server of our German 
sponsor. 

If needed Lingewoud can host a dedicated eGroupware server at our datacenter. 
We have a lot of unused space and bandwidth.

Options enough I would say. I personally think its smart to first migrate to 
SVN on the SF site.

If we must choose between trac or gforce I would prefer Trac it much more easy 
to setup and maintain.
