If they're read-only and what you're looking for is
performance, I'd put the tables into memory (e.g.
Oracle has option to suck entire tables into
memory--the last I used this there was a penalty if
you updated them though) and use stateless session
beans to get the data with query methods.  Let the
RDBMS cache the data and keep the stateless session
beans dumb...otherwise you never know when the
Container will decide to passify something (stateful
session or entity).  Also this way you won't have to
worry ahead of time about what types of reports,
de-normalization, etc.
