I agree question 3 is perplexing.  In general, application developers should not
be developing CTMs.  The also shouldn't be developing CORBA ORBs, Web Servers,
Mail Servers, Operating Systems, IDEs, etc.  CTMs, like the rest of these
things, are developed by vendors for application developers so that developers
can focus on developing business solutions.
