No, you're simply running in a non J2EE container, prior to 2.2.

A J2EE container will manage the Servlet lifecycle very much like an EJB
server, perform load balancing, and as such may prevent you from
starting threads.

Although a Servlet container need not enforce it, several Web servers
out there will run your Servlet with no permissions (including no
permission to start a new thread).

The specs allow them to do that, it is inline with the Servlet model
since Java 1.2.
