Usually when I encounter this sort of situation in my own coding I have
found there are two possibilites.

First the design is wrong.

Once I re-examine the design and determine that it is correct then I
look at re-packaging.  The common elements from each are moved to one or
more different packages.  This might involve some re-coding to remove
some dependency information.

That works well for me.
