I just sent another message to the list on this subject.
I suspect there is no simple way to run gconf on windows.
I even don't know how to run ekiga -d4 on windows, maybe my friend should use 
the DOS prompt and type 
ekiga -d4 
or
ekiga /d4.
My friend was able do an almost satisfactory setup of X-lite but he had to 
specify the stun server to be used, which is not possible with Ekiga.
