Brian, Oracle JDK 7 is based on OpenJDK 7. OpenJDK 7 is the reference implementation. OpenJDK is free software, open source.
For us being ordinary mortals, it is not possible to get involved into Oracle proprietary projects and release cycles. Oracle modifies the OpenJDK source code somehow and releases binary packages.
