The FHL film for Jewish records for Elblag is #0742026. According to the Jewish cemetery project online there may not be any markers in the cemetery but I will share anything else I learn - please read Gunter's email.
 
If you let me know the name you are looking for in Elbing I may be able to tell you if it is there. The film covers the period 1812-1871.
