Ferrite cores used for rf chokes and broadband transformers tend to vary substantially more in their mixes than do cores manufactured from powdered iron. Thus, the inductance values of toroids wound with ferrite cores can vary substantially. The inductance values are not so critical in circuits in which they are used, so the bottom line is that you are in good shape. It is worth noting that if you check the inductance on your own meter, please realize that some of the values specified in the Elecraft manuals may vary and that differences in individual inductance meters often increase this variation.
