Um, Sorry, Folks - including Kevin--

We seem to wrap ourselves around the axle twice a year trying to do this right. It's almost as bad as having to do metric/English conversions and back, to make things work that should have been straightforward. (Yes, I work there, but wasn't involved directly in that fiasco. Just laid off during the recovery was all.)

While the original rationale for having Summer Daylight "Saving" Time has long since faded into obscurity, the fact of its hanging on in our laws (in _most_ of the US) is still with us, and we still screw it up!
