If you have access to a ground (I'm not a sailor so I don't know how the boat is constructed, whether it's likely to have a metal surface in contact with the sea), then it would be hard to beat a simple vertical wire. Unlike the inverted V, it would provide very good low-angle radiation over the saltwater ground.
