I had the same problem few days back when I tried installing it on a 
laptop running Windows 7 Home Premium (64 bit).

I think the problem was not with CW Skimmer but with OmniRig instead 
which comes bundled with Skimmer.  At the end of installation it failed 
to access two registry keys due to its permissions being too restrictive.

You could use Sysinternal's Process monitor and filter by the name of 
the installer utility and "ACCESS DENIED" while running the install of 
the OmniRig and it will find two registry keys in question.
