Jim, Yes, that is normal. The way around it is to tap the WPM+ button during a TUNE to bring the power up to where you want it again - the menu OUT parameter is being reduced to the limit of the power during the high SWR period. If you stay in TUNE under that condition long enough (about 30 seconds), the K1 will store the current OUT setting, so you will then have to go back to the menu to reset it. A power off/on cycle is one way to restore your prior value, but I believe a band change will restore it too.
