The 599 does have a SPLIT function. According  to the Eagle manual:

To operate SPLIT mode simply press and
hold the A/B button for 2 seconds. The word
SPLIT will appear next to the B VFO which
also indicates the frequency you will be
transmitting on. Remember when in SPLIT
mode you will always be transmitting on
VFO B.
