G'day, Less than 20mV in all circumstances as measured on my Fluke 8020B. Unfortunately I don't have a 'scope so I can't look at the frequency component. I used to have access to an earth stations worth of fancy test equipment so never bought my own!
I really don't think it is a PSU issue. Something is stalling the logic, maybe not enough time for internal supplies or logic states to settle before ignition sequence starts.
