Just a wild guess, but are your filters enabled for the mode you're using? Using the K3 Utility's Configuration tab, Configure Crystal Filters, check the rows titled "CW Enable", "LSB enable", etc. These allow the filters to be used for receive for the various modes. Your 400 Hz filter needs to be checked for it to be used for receive.
