Hi,

That's almost certainly the 4th harmonic of an NTSC TV color burst
oscillator. It should zero beat at 14318kHz. The one I hear (about S3) has
multiple tones a few hundred Hz apart so the manual notch doesn't do a
perfect job of eliminating it but it helps a lot. It's not necessarily from
your own TV but it might be worth unplugging the TV and see if it disappears
or at least weakens. Mine is not primarily from my own TV.
