If you are looking for an explanation of why the 4th harmonic, you will have to actually find the offending device and analyze its circuitry. As to whether that really is the problem? There are billions of 3579 crystals out there embedded in everything imaginable, far more in things that aren't TV's than are. I can hear 14316 on every radio I have that can tune there, and only one of them is a K3.
Assuming that only odd harmonics get radiated is purely old world analog thinking. Divide by powers of two DIGITAL frequency locking devices would be incredibly common and would be far more likely to generate EVEN harmonics. I would offer that picking a QRP net frequency with 14316 in it is just asking for it. 73, Guy.
