Phil, I have noticed it since the 80's but have always been able to notch it 
out 
but actually don't find it as an issue at my location. 

If i remember correctly The Icom net was held on 14.317 for over two decades 
with that tone present and I don't remember it being such an issue
and it was more of a roundtable discussing features, issues, suggestions etc. 
where you would tend to stay on for the whole net that many times lasted well 
over an hour vs. simply checking in & giving your serial number.
