I have not read your USA SOTA association rules, but at least in the General rules there is no requirement to climb a 25 metre ascent. The only requirements are that operation must not take place near to a vehicle, all equipment must be carried to the operating site, and that site must be within 25 metres vertically of the defined summit. With many summits you are allowed to park quite close to the summit and within the activation zone. How far you walk from your car is your decision.
