I would recommend DipTrace over Eagle. Although Eagle is used by almost everyone, DipTrace is a much more modern program with a user interface which looks much more familiar to most computer users. Therefore the learning curve is much less steep for the occasional user.
It will draw circuit diagrams and layout PCBs. It can import Eagle files if required. There is a free version restricted to 500 pins, and PCBs with 2 layeres which is enough for most hobby users.
