For electrical "block" diagrams I use Visio; Many have used Word and Powerpoint too, but that's not really a proper solution.
For electrical schematics I have used OrCAD DOS, OrCAD Windows and Tango, but now prefer Eagle from CadSoft. They have a design-size-limited free version and a usable version for $50.
