Alan, That sounds like you tuned down from 40 meters to the 80 meter band, and the VFO could go no lower than 11038 MHz. If so, it is easy to fix - just do a direct frequency entry to any frequency in the 80 meter band.
If that does not fix it, then check the soldering on RF Board C72.
