Stupid me....operator head space...one of the cables from the pactor modem not connected.....thank you peoples...you got me on the right track..pactor now working.

Mode is DATA A, USB Menu Function Sync DT -S on Menu Mic Sel Line in I suspect you have the mic selector wrong or Line gain turned low. When you adjust Mic Gain, "Line" should appear in the K3 display. 73!
