Thanks Ian, I was able to install curl with the sudo apt-get command line -
thanks to Nate.
The KPA Utility is now working but I get the following error message :

Elecraft KPA Utility for Linux Version 1.4.5.4
KPA firmware file "KPA500FP0111.hex" verified
KPA Bootstrap Loader did not echo "D"
Remove KPA power and retry firmware load
KPA programming failed.

Remove power and re-try the firmware load.
KPA firmware load failed

I have checked the menu on the KPA and cannot see what needs to be changed.
