I'm not familiar with the relay option on SteppIR but if you can ground or activate a DC logic line, you can probably use the K3's Inhibit input to prevent transmission when the antenna is tuning. It's a pin on the ACC connector and you have to set the CONFIG:(TECH MODE) TX INH to LO=Inh or HI=Inh. If you want to use negative keying (to ground), the line requires a pull-up resistor if none is present in the SteppIR controller.
