Hi, Paul. Looking at the picture you posted of the two capacitors, C45 is the blue one. If you look closely, you will see that the leads coming out of the case are "preformed". That is, they are bent in slightly. If you measure where they exit the body of the cap, you will see that the spacing is wider than the disc cap. So the blue epoxy is for C45, and the tan disc is for C56. C56 actually mounts directly on the pins of relay K1. That is why you need the tighter spacing there.
