Brian, Put an external wattmeter between the K2 and the dummy load - set the power for 5 watts, do a TUNE and see how much power is really being produced.
If it is much higher than the 5 watts requested, you have a power control problem - which will usually result in a Hi Cur message because all transmit stages are producing as much as they possibly can.
