Roland, Bands from 14 mHz and up typically have plenty of excess range - you certainly have something wrong.
If things seem to change on you, you can be certain you have a bad solder connection somewhare in the VCO area. Concentrate on C73 - that is the only capacitor added for 15 meters, and relay K13 which controls whether it is in or out of the circuit. While you are checking things, take a look at D23 through D26 - they should be MV209 type - that is the larger of the 2 varactor types and if you look down on the top of them they will look like a full semicircle - the 1SV149 type is the smaller body and looks like a flattened semicircle when viewed from the top.
