Yes, and if the speaker does not have an airtight seal between it and the baffle (the cover on the rig in this case) the mid and lower frequencies will be highly attenuated.
When the cone moves forward on a bare speaker, the air pressure created simply moves around the edges and fills the partial vacuum created behind. The end result is no sound pressure waves leaving the speaker. The only waves created are those high enough in frequency that the outer part of the speaker acts as a self-baffle, leaving only a small center portion of the speaker to produce a sound pressure wave.
