What is your DC voltage? The KX1 specification is 3-4 watts with 12 volts, so you are close to the spec right now. If you have an antenna analyzer, check you dummy load to be certain it is the same 50 ohm pure resistive load on both bands. Your wattmeter may also be frequency sensitive - many are.
Yes, look at the toroids and the capacitor values in the LPF.
