What Roy says is true. The K2 and K3 use a closed control loop to adjust power output. It starts out at low power after a power on or a band change or a change in the power requested - the actual output power is measured and compared to the power requested, and the drive is adjusted until the two match. It does not take long to come up to the requested power level, but it will not be with the first dit on CW nor the first few syllables on SSB.
