It might be interesting to get the W2 Utility running, and see if you
get a forward power measurement on that. I sounds like it is actually
measuring forward power, as the range is automatically changing
(evidenced by "SWR" only showing below 20W, although it's not clear,
from your description, what you see with auto-ranging and higher than
20W forward power).... it seems to maybe suggest a problem with the
LED display...
