John,

I'd say you want to interrupt TX OUT. TX EN is an input to the Orion,
which allow inhibiting transmit. You don't want to inhibit transmit
during tuning - you won't get very far that way!

I should note that I don't have an Orion, but that's how I see it,
from a quick glance at the manual...
