It's over-the-horizon radar.
West from W5 is consistent with what I saw from XV out of the SE (last
August) & from JA3 just a bit west of south (last November).
Intersection of bearings: VK.
Dirty little secret: a lot of the OTHR in amateur service allocations
comes from VK & ZC4.
