These ... and CODAR ... operations are confined to specific (narrow) bands. They do not operate in the amateur bands.

Yes they do operate in the amateur bands until they are reported
and moved by the FCC.

I am involved with the ARRL Intruder watch and there has been many
instances of CODAR intruding on amateur freqs.
Last time I was involved they were operating on 12 meters,  after
bring reported they were advised to move and they did.

Best bet is to document time, freq, etc and report it to the Intruder
watch at ARRL and they will get the ball rolling to get them removed
from the ham bands.
