You will need to send a copy of your MARS credentials via scan or email. The region (spectrum) from 7.5 to 9.0 MHz is hard-locked out for TX though, being too near the IF to be usable or safe for the K3.
Gary will send you a utility program that unlocks TX up to 25 MHz. There is a second utility that allows TX around CB, with a guard band. You should ask for both of these. For Navy-Marine Corps MARS, there are a large number of "shore ops" and phone patch freqs around CB.
