Hi Jim, The schematic I have doesn't show the pin 11 inhibit pulled low in the KAT500. It goes to the microcontroller through a series 4.99K resistor. But what it is used for in the KAT500 is an interesting question.
Back to your original question, I have the K3-KAT-KPA set up and use Digout1 to switch the PR6. I'd have to check more closely but I don't think the KPA or KAT is pulling pin-11 low all the time.
