Hello Hisashi, It looks like you have a very high noise level, or, you never ran the level calibration for the P3. Other than a few blips on the right half of the screen, I don't see any signals, so I wouldn't expect to see much of anything in the waterfall either.
That said, you can put the waterfall into a more usable range by simply adjusting the "REF LVL" (on front panel of P3) downward until the bottom edges of the noise spikes in your spectrum display baseline are just hitting the bottom of the diving line between the spectrum display and the waterfall display.
