Hi Josh, I think you are right, am no native english speaker but I think that is the better way to read it.
In my understanding, the main purpose of the ALC is to reduce the power drive to keep the plate oder grid currents from being driven into the non-linear region in order to prevent non-linear distortions (splatter, harmonics). Maybe the levels are such that, with ALC on, the drive power would already be reduced before the max. output power is reached? This would explain the recommendation (in your reading) if the main limitation is a "thermal" one instead of a "non-linear" one.
