You may want to use a divide and conquer operation.
 
Test on the local lan... plugged into ethernet locally.  If everything is clean 
there, it is outside the K3 and the local lan.
 
Lots of ISPs tend to throttle users of bandwidth that they consider "excessive" 
- Time warner runs ALL the traffic on HTTP to You Tube, and cuts it back to 
almost dial up speed. They have a proxy server array that they run it through.  
You Tube decided to go to HTTPS because you can't proxy that without breaking 
the certificate chain. 
 
The only way to get decent performance here is use the SSL connections.  (I do 
a lot of video for non profits...and see the terrible results at the tube...
 
They also like to drop packets from time to time when routers get saturated.  
At one point, one of the metro area rings was dropping 40-50% of the packets 
going into it.  (MAE west and MAE east were both grossly overloaded for many 
months, with the result there was a lot of traffic that went in the black hole. 
 (They have since upgraded, and I have not done any testing in the last 9 
years.)
 
Try it on local lan.. then on local (neighborhood) network.. see where it 
breaks.
